About this Position:

Job Title: Telecommunications Systems Engineer

Face to Face Interview Required**

Required Skills:

• Minimum of ten (10) years’ experience in providing application development support in a multi-user, LAN-based, Microsoft Windows environment.
• Five (5) years’ experience with Amazon Web Services / backups.
• Ten (10) years’ experience installing, configuring and supporting Microsoft Windows 7/10Pro, Office 2013-2019 and Office 365 cloud services.
• Five (5) years’ experience providing remote and on-site support of hardware and packaged software over a WAN.
• Five (5) years’ experience designing, installing, configuring, operating, managing, and troubleshooting problems on a WAN consisting of Cisco routers and switches.
• Five (5) years’ experience installing, configuring, operating, managing, and troubleshooting problems with the Highview Imaging Application.
• Five (5) years’ experience in providing help desk/application support services to a minimum of 300 users.

Duties:

• Responsible for the design and implementation of large data communications or telecommunications networks.
• Plans and monitors the installation of communications circuits.
• Manage and monitor local area networks and associated equipment (e.g., bridges, routers, modem pools, and gateways).
• Conducts short and long-term plan to meet c communications requirements.
• Responsible for the design and implementation of LANs/WANs using hub switching and router technology.
• Performs hardware/software analyses to provide comparative data of performance characteristics and suitability within the existing systems environment.
• Prepares tradeoff studies and evaluations for vendor equipment.
• Generates network monitoring/performance report, for LAN/WAN utilization studies.
• Recommends network design changes/enhancements for improved system availability and performance.

Education:

• A Bachelor's degree from an accredited college or university with a major in Computer Science, Information Systems, Engineering or other related scientific or technical discipline.
• If applicable, shall be certified as network engineer for the specific network operating system as defined in the State task request.
• The certification criteria are determined by the network operating system vendor.

General Experience:

• Nine (9) years of experience in a computer-related field.

Specialized Experience:

• Seven (7) years of progressive experience in planning, designing, implementation, and analyzing data or telecommunications networks.
• Must have experience with network analysis/management tools and techniques and be familiar with Personal Computers (PCs) in a client/server environment.
• Must be familiar with IT technology and long distance and local carrier management.

Substitution of Education for Experience:

• A Bachelor’s Degree or higher may be substituted for the general and specialized experience for those labor categories requiring a High School Diploma.
• A Master’s Degree may be substituted for two years of the general and specialized experience for those labor categories requiring a Bachelor’s Degree.
• Substitution shall be reviewed and approved by the State at its discretion.

Substitution of Experience for Education:

• Substitution of experience for education may be permitted at the discretion of the State.
• Substitution of Professional Certificates for Experience:
• Professional certification (e.g., Microsoft Certified Solutions Expert, SQL Certified Database Administrator) may be substituted for up to two (2) years for general and specialized experience at the discretion of the State.
